SRI LANKA LAND RECLAMATION & DEVELOPMENT CORPORATION


The Sri Lanka Land Reclamation & Development Corporation (SLLRDC) is one of the agencies under the Ministry of Urban Development and Sacred Area Development responsible for the reclamation and development of low- lying marshy areas while recognizing the need to pressure adequate retention areas for flood waters.

The Colombo District Low- Lying Areas Reclamation Development Board was established in 1968 by Act No. 15 of 1968 with the twin objectives of reclaim and develop marshy and low- lying areas and retain the custody management and control of such vested lands.

The Organization was re- designated as Sri Lanka Land Reclamation & Development Corporation (SLLRDC) with the amending Act No. 52 of 1982 to the Colombo District (low-lying areas) Reclamation and Development Board Act No. 15 of 1968, and the scope of activities was extended to include construction work and consultancy services in the field of engineering.

The Corporation also undertakes reclamation and development of lands on a commercial basis to solve the problem of the lack of developed lands essential for development programs.

The main objectives and powers of the Corporation are specified in section 8 and 9 of the Act No.15 of 1968 and as amended by 1976, Act no. 52 of 1982 and Act No. 35 of 2006.

The main objectives are to reclaim and develop every reclamation and development area declared by order under section 2(b)1 & 4A of the Act and to render such areas suitable for building, industrial, commercial or agricultural purpose, to have the custody, management and control, pending such reclamation and development of lands comprising such area, which are under the provisions of the Act vested in the Corporation , to undertake construction work and consultancy assignments in the field of engineering in areas other than those areas declared by order under section 2(b)1 of the Acts to have the custody, management, improvement , maintenance and control of the canals and the prevention of pollution of the canals.

As per the recent amendment to the Act, by Act No. 35 of 2006 the Corporation will be empowered to take legal action against unauthorized reclamation activities and pollution of water bodies.
