Secretary’s Message

Urban Development has become the greatest challenge in the socio-economic development process as the present urbanization pattern is proceeding at a rapid pace. Urban growth in Sri Lanka is in par with the global trend and with an estimated average growth rate of three percent per year. The urban issues are not confirmed to the urban planning or the spatial design of our cities. It expands to the areas of urban life-styles, production and consumption patterns, and mobility and transportation systems.

The Ministry of Urban Development and Sacred Area Development focuses the urban development within the frame work of human settlement development and has formulated the development framework  integrating four areas i.e. urban infrastructure development, urban environment management, urban governance and provision of basic services such as water and sanitation. The Ministry was able to introduce and promote number of innovative instruments such as mobilizing domestic capital market to address emerging urban housing issues in under served settlements, participatory urban governance and promoting urban rural linkage.

Contributing to the efforts of the government to reduce poverty and eliminate regional disparities the Ministry encourages community participation in the development projects. Community driven demand based water supply and sanitation projects and urban housing upgrading projects are some of the activities which need to be replicated and treated as priority projects.

Sacred Areas are declared for the need to protect ancient religious places from encroachments and undesirable activities in their near surroundings. The Ministry also provides facilities for the pilgrims to enable them to pay homage to these places in a peaceful serene atmosphere.

I am confident that with all the resources and skills, the Ministry and agencies under the purview of this Ministry will be able to achieve sector objectives and targets which will create a greater impact on the living conditions of the communities.
