Human Resource Division

Objective of the Division

Achieve the targets of the excellent public Service through team work and develop productivity to do the duties in an efficient manner.

Functions of the Division

  1. Developing Policies for Human Resource Development needs to carry out required training programmes.
  2. Obtain the training need from the every decisions within the ministry.
  3. Planning Human Resource Development as the systematic and continuing process of analyzing Human Resource needs of Ministry of Urban Development and Sacred Area Development under changing conditions.
  4. Developing personal policies appropriate to the long term effectiveness of the Ministry of Urban Development and Sacred Area Development for effective and efficient use of Human Resource.
  5. Plan out strategies for future Human Resource Development to Develop capacities of employees and knowledge of Ministry of urban Development and sacred Area Development to bring demand , supply and to implement and monitor HRD.
  6. Facilitate to strengthen gender mainstreaming in the public sector of the Ministry and under the Institutions of National Physical Planning Department, Urban Development Authority Sri Lanka Land Reclamation Development Co-operation etc.
  7. Planning, organizing, implementing and evaluating Human Resource Management activities within the Ministry of UD&SAD and Institution under the ministry.
  8. Review over all training performance rating procedure and result to ensure equity, consistency and quality.
  9. Maintain file of training programmes.
  10. Utilize data as inputs for training plans, career Development planning and succession planning.
  11. Develop and maintain training calendar, Higher Education Programmes and common programmes.
  12. Monitoring and evaluating the physical and financial matter of the training progress that should be achieved within the time frame.

Types of Training Programs – Organized by the Ministry

  1. Local Training Programs Organized by the Ministry.
    (Target group :-for all categories of the officers in the Ministry of Urban Development and Sacred Area Development .- e.g . common pgms.)
  2. Co-Ordinate Training Programmes /work shops /etc…. given by other Institutions, e.g :-
    • SLIDA (Sri Lanka Institute of Development Administration)
    • INGAF(Institute of National Government Account and Finance )
    • DOL(Development of Official Langnges)
    • CBS (Center for Banking Studies)
    • PSTI (Public Service Training Institute ) etc.
  3. Duties connected to the Parliamentary meetings.
    Consultative committee meeting, COPE, COPA, PAC, Oral Answers to the question of Parliament.
  4. Taking action regarding media reports connected to the Ministry.
  5. Duties related to the public request make to on Presidential Secretariat.
  6. Duties related to the public request on the prime minister’s office.
